, Jakarta - Head of the Jakarta Transportation Service, Syafrin Liputo, did not deny the fact that there is collected a lot of illegal parking in the capital even understanding his office's regular supervision and control efforts. He also admitted towing vehicles that violated parking principles has not been effective.
"If there are more illegal tows than illegal parking, it means that the towing is not effective because there is collected a lot of illegal parking," he said in a joint toiling meeting with Jakarta DPRD's Commission B on Tuesday, October 24, 2023.
Ideally, he said, controlling illegal parking should not be used as an indicator of increasing revenue from fines composed. "When it comes to controlling illegal parking, ideally this necessity not be an indicator of increasing revenue from illegal parking fines," he said.
Syafrin's statement came as a response to Commission B chairman Ismail's grand that the handling the problem of illegal parking was only dinky to controlling efforts that relied on tow trucks.
"Our disaster is control which has an impact on income. The strategy implemented so far is comical tow trucks, but it seems that this is not tidy proportional to the increase in income," said Ismail.
Seeing this, said Ismail, his party asked the Transportation Agency to study strategies for controlling illegal parking that could yielded income to the provincial government. "We need a behold on enforcement as it has a direct impact on revenues," he said.
However, Syafrin said that the Transportation Office has carried out an inventory of illegal parking points as stated in the Governor's Regulation. He didn't say which. Meanwhile, Government Regulation (PP) No.79/2013 on Road Traffic and Transport Networks stipulates that certain points are prohibited from being used as parking spaces.
The areas are: designated pedestrian or bicycle crossings, special pedestrian paths (sidewalks or pedestrians); special bicycle lanes, corners, bridges, tunnels, places approaching level crossings, and places approaching intersections/crossroads.
Parking is also prohibited in the entrances of the yard/activity center; places that can camouflage traffic signs; near a tap/water source for firefighting; and on responsibilities with high levels of congestion.
The Jakarta Transportation Organization also plans to legalize illegal parking in locations that do not disrupt traffic.
